Inhumane breeders create unhealthy animals. Buying a dog or cat from a breeder is a consumer transaction covered under consumer protection laws, such as the Pet Lemon Law. If you have a sick puppy or kitten and believe the sickness is attributable to the breeder, contact the Attorney General’s office and make them aware of this issue.

On their website, they list a telephone hotline as well as a Consumer Complaint Form.
